The moment in context
The first challenge came from the north, and it showed that the colonial border had become the nation’s border whether or not the people inside it agreed. In 1962 a British commission found that most Somali-speaking people of the Northern Frontier District wanted to join the new Somali Republic, yet Britain made their districts a Kenyan region instead. Within weeks of independence the government declared an emergency there, and insurgents of the Northern Province People’s Progressive Party, armed and sheltered by Somalia, attacked police posts and convoys along the routes the arrows trace toward Wajir. The army answered with collective punishment, the seizure of herds and, from 1967, the forced gathering of herders into guarded villages, a method borrowed from the Emergency. Estimates of the dead run from about 4,000 to over 10,000. The Arusha Memorandum of October 1967, a peace agreement brokered by Zambia’s president, ended the war, and Kenya’s borders held.
